Abstract:
This dataset represents portions of Jefferson & Clallam counties, Washington. The bare earth digitial elevation models (DEMs) were derived from LiDAR data using TIN processing of the ground point returns which represent the earth's surface elevation with all vegetation and human-made structures removed. The ESRI GRID DEM cell size is 3 feet. The elevation units are in US survey feet. The data has been organized into the USGS 3.75' Quadrangle delineation. Some elevation values have been interpolated across areas in the ground model where there is no elevation data (e.g. over water, under dense vegetation). WSI collected the LiDAR and created this data set for the Puget Sound LiDAR Consortium and the Federal Emergency Management Agency Region X on 03/23/12-03/25/12, 04/13/12-04/15/12 & 05/07/12.

Provide high resolution terrain elevation and land cover elevation data.

This data is assembled by 1/4th (3.75') USGS Quadrangles and projected into Washington State Plane South, FIPS 4602, US Survey Feet.

In some areas of heavy vegetation or forest cover, there may be relatively few ground points in the LiDAR data. TINing the points produces large triangles and hence the elevations may be less accurate within such areas. Elevation values for open water surfaces are not valid elevation values because few LiDAR points are returned from water surfaces. Triangles were created across water surfaces by interpolating from the nearest land points.

LiDAR flight lines have been examined to ensure that there was at least 60% sidelap, there are no gaps between flightlines, and overlapping flightlines have consistent elevation values. Shaded relief images have been visually inspected for data errors such as pits, border artifacts, gaps, and shifting. The data was examined at a 1:2000 scale.

Process_Description:
Acquisition. The LiDAR data was collected between 03/23/12-05/07/12. The survey used a Leica ALS50 phase ii for aquisition between 03/23/12 and 04/15/12 and a Leica ALS60 laser system on 5/7/12. Lasers were mounted in a Cessna Caravan 208B. Data was collected using a multi pulse (MPiA) flight plan and a single pulse (SPiA) flight plan. Near nadir scan angles were used to increase penetration of vegetation to ground surfaces. Ground level GPS and aircraft IMU were collected during the flight. Process_Description:
Processing steps: 1. Resolved kinematic corrections for aircraft position data using kinematic aircraft GPS and static ground GPS data. 2. Developed a smoothed best estimate of trajectory (SBET) file that blends post-processed aircraft position with attitude data. Sensor head position and attitude were calculated throughout the survey. The SBET data were used extensively for laser point processing. 3. Calculated laser point position by associating SBET position to each laser point return time, scan angle, intensity, etc. Created raw laser point cloud data for the entire survey in *.las (ASPRS v. 1.2) format. 4. Imported raw laser points into manageable blocks (less than 500 MB) to perform manual relative accuracy calibration and filter for pits/birds. Ground points were then classified for individual flight lines (to be used for relative accuracy testing and calibration). 5. Using ground classified points per each flight line, the relative accuracy was tested. Automated line-to-line calibrations were then performed for system attitude parameters (pitch, roll, heading), mirror flex (scale) and GPS/IMU drift. Calibrations were performed on ground classified points from paired flight lines. Every flight line was used for relative accuracy calibration. 6. Position and attitude data were imported. Resulting data were classified as ground and non-ground points. Statistical absolute accuracy was assessed via direct comparisons of ground classified points to ground RTK survey data. 7. Final version of data was checked for duplicate points using TerraScan software. No duplicate points were found. 8. Bare Earth models were created as a triangulated surface and exported as ArcInfo ASCII grids.
